First 24 Months

The first two years should focus on the resident journeys causing the most friction now—and the practical systems that can unlock wider capacity.

First-term discipline

Fix the basics. Make delivery visible. Scale only what works.

Long-horizon or technology-heavy programs move forward only when evidence, lawful authority, partner commitments, safeguards and a clear public benefit are in place.

Housing delivery

Make the Housing Delivery Office live and reporting, with a visible pipeline from land and approvals to completed and occupied homes.

Permits and approvals

Publish the baseline, attack priority bottlenecks and establish clearer complete-application standards.

One Front Door

Launch a simpler service model for high-volume resident and business journeys, with a visible owner and next step.

Movement and coordination

Make capital and construction coordination permanent, improve TTC reliability and safety, and use evidence-based congestion operations.

State of good repair

Protect maintenance, renewal and emergency capacity before new expansion creates avoidable liabilities.

Resilience and prevention

Advance flood, heat, fire, fall and high-rise prevention actions before predictable risks become family crises.

Skills and opportunity

Build paid student, youth, apprenticeship and workforce pathways tied to real housing, infrastructure and city-building work.

Public accountability

Publish scorecards, owners, milestones, delays and corrective action, with formal partner tables for housing, skills and rail readiness.

What will not happen: no blank cheque for an unverified fifty-year capital program; no unilateral boundary promise; no national-rail overclaim; and no citywide technology rollout before need, privacy, cost and human-review tests are met.

The public direction is clear. Detailed design, costing, safeguards, partner commitments and implementation milestones will be released in stages as they are verified. Before residents are asked to approve or fund a major commitment, the campaign will publish the authority, cost, protections, partners and measurable next steps.
Toronto That Works

Toronto does not need another list of disconnected promises. Toronto needs a city that works.

Homes you can afford.Time you get back.Safety you can feel.Jobs you can build a life on.Neighbourhoods worth living in.City Hall that delivers.

Build today. Prepare for tomorrow. Protect generations. People stay in charge.
